According to the unified plan of the CPC Shanghai Municipal Committee for inspection work, the Mobilization Meeting of the 8th Inspection Team of the CPC Shanghai Municipal Committee on Inspecting the CPC SIG Committee has been held recently. Prior to the meeting, He Yiqin, head of the inspection team, presided over a communication meeting with Yu Beihua, Secretary of the CPC SIG Committee and Chairman of the Board of Directors; and Liu Xinyi, Vice Secretary of the CPC SIG Committee and President of SIG, briefing them on the work arrangements for the inspection. At the meeting, He conducted inspection mobilization; Yu Chengbin, a member of the Standing Committee of the Shanghai Municipal Discipline Inspection Commission and a member of the Inspection Work Leading Group of the CPC Shanghai Municipal Committee, raised requirements for implementing the plans of the CPC Central Committee and the CPC Shanghai Municipal Committee for inspection work and conducting the current round of inspection steadily. Yu presided over the meeting and made a statement on cooperating in the inspection.

The deputy heads and members of the inspection team, the relevant staff of the Inspection Work Leading Group of the CPC Shanghai Municipal Committee, and members of SIG's leading body attended the meeting. Also present were executives of the CPC SIG Committee and municipal officials that have retired in the past two years.

He stressed that inspecting is an important duty conferred by the Party Institution, as well as an important means of Party management and governance. We should earnestly study and implement General Secretary Xi Jinping's important statement on inspection work, accurately grasp the policy of inspection work and the requirements of political inspection, and fully understand the significance of the current round of inspection. The CPC SIG Committee should assume the political responsibility of Party management and governance, perform duties solidly, unify the decisions and plans of the CPC Central Committee and the CPC Shanghai Municipal Committee on practical actions and specific work, and consciously subject itself to inspection and supervision. The inspection team will seriously implement the requirements of the CPC Shanghai Municipal Committee, enhance the pertinence and effectiveness of inspection and supervision, serve the central task and overall interests, and grasp the criteria of political inspection and supervision. With focus on the functions and responsibilities of the CPC SIG Committee, the inspection team will inspect the implementation of the Party's lines, principles and policies, the major decisions and plans of the CPC Central Committee and the requirements of the CPC Shanghai Municipal Committee, the implementation of the strategic plan for exercising Party self-governance fully and rigorously, the implementation of the Party's organization line in the new era and the correction of the problems arising in the inspection by the CPC SIG Committee, and strengthen collaboration with the committee to accomplish the inspection mission.

On behalf of the Inspection Work Leading Group of the CPC Shanghai Municipal Committee, Yu Chengbin offered opinions in three aspects: First, we should enhance our political stance, and practically unify our thoughts and actions on the plans and requirements of the CPC Central Committee and the CPC Shanghai Municipal Committee for inspection work. Through the inspection, we should promote the implementation of the major decisions and plans of the CPC Central Committee and the requirements of the CPC Shanghai Municipal Committee, exercise full and rigorous Party self-governance in depth, and uphold people's position throughout work. Second, we should implement the requirements of political inspection, and conduct supervision precisely and effectively with focus on the duties and missions of state-owned enterprises governed by the city. According to the functions and responsibilities of the CPC SIG Committee, as well as the features of state capital and state-owned enterprises, we should search the committee's political deviation in duty performance; should seek truth from facts, view problems from a holistic, historical and dialectical perspective, and find, report and solve problems precisely; and should focus on "critical minorities", take duty performance and power use by top leaders as the important content of supervision, and improve the practical effects of supervision. Third, we should enhance the sense of political responsibility, strengthen collaboration and make concerted efforts to complete the current round of inspection. The CPC SIG Committee should enhance the awareness of being subject to supervision consciously, take the inspection as an opportunity, initiatively search and systematically analyze the problems and deficiencies arising in work, and integrate being subject to inspection and supervision consciously with promoting the high-quality development of state capital and state-owned enterprises. The inspection team should rely on the inspected Party organization to jointly address found problems, conduct supervision in strict accordance with systems, regulations and powers, strictly implement the system of important matter reporting, stick to the boundary of duties, and work in a proper and orderly manner.

Yu Beihua said the inspection is a thorough political check-up of the CPC SIG Committee, which shows the great attention of the CPC Shanghai Municipal Committee to SIG. We should enhance our political stance, fully realize the significance of inspection work, have a clear ideological understanding, and take proper measures and action. We should cooperate in the inspection with a strong sense of political responsibility, initiatively search problems of function and duty performance, and comprehensively and objectively report facts, to ensure the success of the inspection. With the inspection as an opportunity, we should further uphold and strengthen the Party's leadership and Party building, implement the requirements of exercising Party self-governance fully and rigorously, promote the reform, innovation and high-quality development of SIG, and endeavor to transform the results of the inspection into the strong impetus for the new-round development of SIG.

Complaint acceptance shall end on November 18, 2022. In accordance with the regulations on inspection work, the inspection team shall primarily accept complaints about problems of leaders of inspected Party organizations and leaders of Party organizations at the next lower level. Other problems beyond the scope of acceptance by the inspection team shall be transferred to relevant departments for handling in accordance with relevant regulations.
